Ahmet Berat Çonkar

CHAIRMAN OF THE BOARD

As of January 2024, Ahmet Berat Çonkar has served as Chairman of the TP-OTC Board of Directors. He was born in Ankara in 1976 and hails from Gerede, Bolu.

Mr Çonkar graduated from the Department of Business Administration, Faculty of Economics and Administrative Sciences at Boğaziçi University in 1998. He completed an MBA at the University of Miami and obtained a Certificate in International Business Management from the same university. He held managerial positions in the private sector in Türkiye and the United States. Between 2007 and 2009 he served as Adviser to Prime Minister Recep Tayyip Erdoğan on the economy and foreign policy. He was elected as an Istanbul Member of Parliament for the 24th, 25th, 26th and 27th terms. He served as Deputy Chairman of the AK Party Headquarters for Foreign Affairs, Member of the Grand National Assembly of Türkiye EU Harmonisation Committee, Chairman of the Foreign Affairs Committee of the Grand National Assembly of Türkiye, Co Chairman of the Türkiye–EU Joint Parliamentary Committee and Chairman of the Turkish Group of the NATO Parliamentary Assembly (NATO PA).

He has continued to act as Co Chairman of the Turkish–Russian Public Forum since 2014. On 22 June 2023, he was appointed Deputy Minister of Energy and Natural Resources. Mr Çonkar speaks English fluently and intermediate Spanish. He is married with three children.

Cem Erdem

BOARD MEMBER AND GENERAL MANAGER

As of January 2024, Cem Erdem has served as TP-OTC General Manager and Member of the Board of Directors. He was born in Ankara in 1971 and hails from Çaykara, Trabzon.

Mr Erdem graduated in 1992 from the Department of Marine Engineering Operations, Faculty of Maritime Studies at Istanbul Technical University.

In the early years of his career, he served as an Ocean Going Watch Engineer and Second Engineer at public and private sector companies engaged in maritime transport. He began his public service at the former Undersecretariat for Maritime Affairs of the Prime Ministry as Assistant Expert on Maritime Affairs, going on to serve as Head of Ship Inspection Department and then as Head of Maritime Affairs Department. He acted as Ministry Adviser at the Ministry of Transport and Communications; as Head of Training and Certification Department at the Directorate General for Maritime and Inland Waters; and as Deputy Director General at the Directorate General for Maritime Affairs.

Between 2020 and 2022, Mr Erdem served as Head of the Offshore Operations Department at Türkiye Petrolleri Anonim Ortaklığı (TPAO). From 2022 to 2023, he served as Deputy General Manager at Turkish Petroleum Offshore Technology Center (TP-OTC), a subsidiary of Türkiye Petrolleri Anonim Ortaklığı. Mr Erdem is married with two children.

Bilal Yıldız

MEMBER OF THE BOARD OF DIRECTORS

As of January 2024, Bilal Yıldız serves as a Member of the Board of Directors of TP-OTC. He completed his undergraduate studies in the Department of Economics at Dumlupınar University as the top graduate of the university. He obtained a second bachelor’s degree from the Department of Public Administration at Anadolu University and pursued master’s studies in Economics at the same university. He subsequently earned a master’s degree at Columbia University in International Finance and Economic Policy.

Mr. Yıldız began his career in 2007 at the Ministry of Finance as a Tax Inspector. Within the Prime Ministry Inspection Board, he served, respectively, as Prime Ministry Inspector, Chief Inspector, Deputy Chair of the Prime Ministry Inspection Board, and Acting Chair. In the private sector, he served at HAVELSAN A.Ş. as Group Manager, at Tarım Kredi Birlik A.Ş. as Deputy General Manager responsible for Finance, and at KARDEMİR A.Ş. as Deputy General Manager for Financial Affairs. In 2023, he was appointed Advisor to the Minister at the Ministry of Energy and Natural Resources.

Bilal Yıldız holds the internationally recognised CIA certification and a licence to practise as a Certified Public Accountant. He is married and has one daughter.
